NOTICE OF PENDING APPLICATION FOR PROPOSED RIPRAP

Tim Burns, 2403 8th Street, Monroe, WI 53566 has applied to the Department of Natural Resources for a permit to install riprap on the banks of Winn Creek. The project is located in the NW1/4 of the SW1/4 of Section 20, Township 01 North, Range 06 East, Town of Cadiz, Green County. The project purpose is to create streambank stabilization on Winn Creek in Green County. The project includes 1,380 linear feet of stabilization and habitat improvement by installing 46 stream barbs. The stream barbs will be at a 4:1 slope and the bank above will be at a 3:1 slope. Undesirable woody species will be removed on the tops of the banks, along with some in-stream debris to allow for the stream barbs installation. Desirable woody species will be left in place. A track-hoe excavator, dump trucks, and a small dozer will be used to excavate the banks and stream bed and place rock. After project completion, the disturbed areas will be seeded and mulched. About 1 foot of stream bed will be excavated in the stream barb installation process and as a result, approximately 1,226 cubic yards of spoil will be spread on the adjacent upland ag fields. The Department will review the proposal provided by the applicant and any information from public comments and a public informational hearing, if requested. The Department will determine whether the proposal complies with ss. 1.11 and 30.12(3m), Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands. The Department has made a tentative determination that it will issue the permit for the proposed activity.
